Thanks all for the help. I looked a bit more closely and discovered a conflict with another stanza that had been inserted to manage some OA links out of Primo. I removed that, and it's working alright now.

We had someone attempting to link to an article from the Proceedings of the Royal Society and couldn't get to full text off campus. I checked, and the proxy is getting dropped.
