(GRE Success! ) Applying for Fall 2013

Hello! I'm planning to give my GRE on the 27th of November and my TOEFL after the 18th of December. Will this be fine if I'm planning to apply for Fall 2013 or is it a bit late? All the other documents required will be ready by the end of November. Also, I'm a 7th semester student and will be graduating in June 2013 or so. Will I be needing my transcripts when I submit my application? Transcripts are given only after the completion of the degree right? Hoping for a reply! Thank you!
