Thanks a lot for the response.
Can you give me some more details on when the universities consider a student to be eligible for F1 visa?

As far as I know, a student on H4 can take any number of courses to enhance his knowledge without going for F1 visa.
If that is true, then can a student on H4 go for F1 visa, clear just 2-3 courses and then become eligible for OPT? 
Will the university issue an I-20 for such a case?

I am not sure about the volunteering opportunities.
Can I volunteer for work related to business and finance? If that is possible, then I would love to do that.
Please point me to some resource for the same if you know of any.

Hello Geeta,

Only certain courses at the graduate level are eligible for OPT or CPT. Most of these are offered through either the UC Santa Cruz, which is closer to the area, or UC Berkeley - which is indeed the better school to pick. You will have to contact the International Departments of both schools and figure out which programs these are, otherwise you will just be spinning wheels.

H4 holders, as of now cannot work in the US or earn a US salary. Could you work for a company outside the US while living here? Even that appears to be a grey area. (Either immigration reform has to speak to it, or your spouse needs to get to the AOS stage of the green card application and gets EAD cards for both of you,which for Indians can take from 4 - 5 years depending on where you are in the processing stage. Currently this is completely stagnant for EB2 and EB3 applicants from India). 

The real alternative, is to take up a supplementary form of an MBA program, like a Masters in Accounting or some related field, as an F1 student and finishing it in 9 - 12 months. It may still not be late for admissions into such programs, which I believe, SJSU, Santa Clara U, and the UC extensions do offer. 

Unfortunately, our group's experience is limited in this particular area. I do live here, and I can tell you what I know about the schools and such, and it would be helpful if you dial back and tell us about your experience.

On the other hand, equipped with your MBA, you could consider starting a company and chug it out for a while. There are ways for you to achieve this. An even better alternative, is to strengthen your resume by taking up one or more of the several excellent volunteering opportunities that abound the area.
