The concept of MS-Phd works in this way that you apply for a direct PhD. Only when you commit for doing a PhD, there is a chance of securing funding. The way it works is that in the way to your PhD you need to complete certain coursework requirements. Same goes for MS. The coursework requirements for MS is a subset of the PhD coursework requirements. So on the way to your PhD you'll be earning your MS. Best of luck.

As I have heard that they offer good scholarship if I go for MS-Phd, in that case I would definitely go for MS-Phd.
