(GRE Success! ) Interesting Note: How to use the word "apostrophe"

Hello Everyone,

I have not seen this usage before. Referred to the dictionary and found it
to be appropriate:

""Calm down, Senator," McCain said, in an apostrophe to Paul. "The U.S.
government cannot randomly target U.S. citizens."
