VACANCY ANNOUNCEMENT # 59/2002 Closing Date: 13 June 2002 Post Title: National Consultant (for Economic Review magazine strategy development) Project number: UZB/97/008 - CESS Duration: 7 months (including 3 months probation period) with possible extension Supervisor: Editor Background Since 1998 the above mentioned project has been providing support to the Center for Economic Research to publish the "Economic Review" magazine covering a wide range of development issues critical for the country and for the region. The magazine plays an important role in both the CER's outreach activities and promotes a wide dialogue on key development problems and perspectives. Being a unique magazine in Uzbekistan during the last years, "ER" has been transformed into a brand mark in the market of Uzbekistan and has already gained its own audience including researchers and academia, government institutions, NGOs, universities and others. With the increasing number of the readers the Editorial Board would require a well designed and implemented strategy aiming at achievement cost-efficiency. General objective To elaborate a strategy and mechanism for its further development, implementation and market promotion in order to achieve cost-efficiency and sustainability of the magazine Immediate objective - Develop the marketing strategy including study of the product, its consumer market, and audience; - Revise and elaborate a new operation mechanism targeted at improvement of work in sales, attraction advertising accounts; - Develop new outlines for production of the magazine; - Increase the level of self-sufficiency of the publication. Description of duties and responsibilities 1. During the development of a strategy for the magazine aiming at achievement of its sustainability the National expert should follow several stages: - Study the current situation of the magazine including its content, printing trades, design and other related issues - Reconsider its content and, if required, add new headlines and sections in order to increase the audience - In close collaboration with Editor reconsider editorial policy and include the aspects providing the support in achievement the magazine sustainability - Develop a mechanism to attract advertisement accounts, thus, contributing to income increase - Determine the scope of work of the Commercial Unit involved in publication preparation process - Develop a strategy and mechanism for Commercial Unit which is a substantial part of the Editorial Unit - Identify shortcomings of the current publication preparation process and prepare proposals for improvement - Develop the mechanism of the magazine promotion locally and internationally - Establish relations with potential partners and attract stakeholders - Pilot a new project on printing the magazine in the local market and determine its positive and negative sides 2. Provision of administrative support to the Chief Editor through - coordination of printing process - coordination of distribution process - coordination of profit oriented activities (advertisements and sales) - coordination of contacts of the Editorial Unit with respected authorities in the government - develop and maintain contacts with potential partners and sponsors, partnership and cooperation with various stakeholders. 3. Outputs - A set of documents including the strategy and mechanism of achievement of the magazine sustainability - Recommendations and consultancy to the relevant staff members on development of the publication process provided and relevant actions undertaken accordingly - A report including shortcomings of current process, actions to be undertaken targeted at the achievement of the magazine sustainability submitted Qualification requirements: 1.. University degree 2.. At least 2 years of work experience in marketing, sales 3.. Good knowledge of polygraphic, publication process is an advantage 4.. Work experience in publication related process is desirable 5.. Work experience in organization management is an advantage 6.. Computer literacy (MS Word, Microsoft Excel) 7..
