Background:

The conflicts in Afghanistan have led to massive displacement of population,
with millions of refugees and internally displaced people. Fortunately, this
migration pattern has begun to reverse. Over 400,000 refugees have returned
to Afghanistan since the start of the year, and most will need assistance to
repair or rebuild their houses as well as community infrastructure such as
schools, health clinics, community buildings, roads, and irrigation canals.

The CRS Afghan Relief Program is planning to launch a program of integrated
quick impact projects designed to provide durable shelter solutions along
with short-term access to cash and agricultural inputs. This is to meet the
immediate needs of resettling populations and vulnerable families in
communities of return, while simultaneously giving them the opportunity to
create and improve rural assets such as irrigation channels, qarezes, wells,
and farm-to-market roads in time to support sowing of winter wheat. The
program will be carried out in conjunction with ICMC, UNHCR, and local
authorities at the provincial level, with activities anticipated in central,
western, and southern Afghanistan.

Primary Function:

The CRS Afghan Relief Program seeks a Shelter and Community Infrastructure
Program Manager to oversee and support the design, planning, implementation,
monitoring, and evaluation of all aspects of the reconstruction-supported
return program. The Program Manager will be responsible for overall
management of CRS' role in reconstruction of basic shelter and community
infrastructure for returning Afghan refugees. S/he will be based in Kabul or
Herat

Job Responsibility:

1. Manage Shelter and Community Infrastructure projects, including needs
assessments, project design, proposal writing, evaluation, and reporting.

2. Manage field office program staff, and collaborate with partners and
communities, in developing and implementing shelter and community
infrastructure projects. Facilitate CRS program staff and partner staff
capacity in project design and development.

3. Manage assessment of damaged/destroyed buildings, including cost
estimates, taking into account regional standards.

4. Ensure compliance of project implementation with quality, safety, and
environment standards as outlined in project proposals.

5. Prepare project reports as required by CRS, the Afghan government,
external donors, and other interested bodies.

6. Liaise with key non-governmental organizations (NGOs), national,
provincial, and local government, and external donors, as necessary;
participate in joint agency assessments, task-force teams and workshops,
technical committee meetings, and coordination groups.

7. Prepare/assist preparation of concept papers and grant proposals that
will be submitted to major donors. This may include taking the lead role in
reviewing proposals and concept papers submitted by CRS' partners and
assisting them in building project proposal capacity.

8. Ensure, with Head of Programming, program compliance and compatibility
with CRS visionary directions and CRS principles of justice, solidarity, and
subsidiarity.

9. Participate in CRS meetings and workshops on strategic planning, shelter
and community infrastructure, and agency-wide initiatives as requested by
supervisor.

Internal: Emergency Coordinator, Deputy Emergency Coordinator, Heads of
Office, Emergency Response Team Shelter Technical Advisor

External: Local and international NGOs involved in Shelter programming;
Partners; Donors; UN agencies; Government of Afghanistan; Provincial
Governments; Local Governments; Community Councils

Knowledge, Skills and Abilities:

1. Must have Degree in Structural/Civil Engineering, Architecture,
Construction Management or related technical field

2. A minimum of two years experience in developing and implementing shelter
or community infrastructure projects on behalf of development organizations

3. Extensive experience in project management preferably in construction or
renovation

4. Experience in community development, community mobilization, or similar
self-help initiatives, and a desire to work cross-sectorally to maximize
integration of program delivery

5. Substantial recent site supervisory experience

6. Experience of and fluency with appropriate construction administration
systems and procedures, in particular control of works and financial
management.

7. Familiarity with current standards and guidelines for humanitarian
emergency response, in particular Sphere

8. A proven track record in managing large scale, professional teams.

9. Demonstrated ability to work in partnership with local communities and
NGOs as appropriate

10. An awareness of appropriate local construction technologies and
materials

11. An interest in and ability to build capacities in implementation teams,
local partners and community bodies, with a focus on local management

12. Excellent communication and negotiation skills

13. Professional proficiency in French, Spanish or Portuguese

Physical Requirement:

Willingness to travel throughout Afghanistan and the South Asia Region,
including India and Pakistan.
