crossposted from Scientist List PROGRAM ANNOUNCEMENT Georgian Research and Development Foundation(GRDF) And U.S. Civilian Research and Development Foundation for the Independent States of the Former Soviet Union (CRDF) Georgian-U.S. Bilateral Grants Program I. Introduction Summary of Important Features of the Program The Georgian Research and Development Foundation (GRDF) and the U.S. Civilian Research & Development Foundation (CRDF) for the Independent States of the Former Soviet Union (FSU) announce the first competition for its Georgian-U.S. Bilateral Grants Program. This merit-based competition allows joint teams of Georgian and U.S. scientists and engineers to apply for grants to support civilian research and development in all areas of basic and applied sciences. A full list of eligible disciplines is provided in Appendix 2, on CRDF's website. GRDF and CRDF will give the highest priority to proposals including former defense scientists and young scientists, including undergraduate students at Georgian universities having completed at least three years, graduate students and those scientists who have received their Ph.D. or Kandidat within the last 6 years. * All awards will be for collaboration between researchers of the Republic of Georgia and their colleagues in the United States. * The Georgian Principal Investigator and all Georgian team members must be Georgian citizens currently residing and working in Georgia. The U.S. Principal Investigator must be a citizen or permanent resident of the United States, and must reside in the U.S. for the majority of the grant period. * Assuming sufficient meritorious proposals, at least $500,000 USD will be awarded. * Applicants may request up to $35,000 for an 18-24 month period. At least 80% of total project costs must be designated for the Georgian omponent of the collaboration. * Applicants must submit an original hardcopy and an electronic copy of the proposal to GRDF and an electronic copy to CRDF through the CRDF website. * For explanatory purposes or for the sake of clarification, this Program Announcement may be translated into one or more languages other than English. In the event of the existence of such translations, the English-language version shall serve as the definitive variant in determining the interpretation of any provision of this Announcement. The deadline for proposals to be submitted to the GRDF and CRDF is 6:00 pm local time on July 1, 2002. II. Background on GRDF The Georgian Research and Development Foundation (GRDF) is a private, non-profit (non-commercial) organization. It neither engages in nor supports entrepreneurial activity. The GRDF is a voluntary, non-governmental, humanitarian organization and performs its activity on the basis of the Georgian Constitution, the Georgian Civil Code, other legal acts, the GRDF Charter and international legislation. The GRDF's goals are: - to develop the Georgian scientific-engineering community's potential and to promote research and development activity in priority fields; - to provide financial and technological support for scientific research projects and development. III. Background on the CRDF The U.S. Civilian Research and Development Foundation for the Independent States of the Former Soviet Union (CRDF) is a unique public-private partnership to support cooperative research between U.S. scientists and engineers and their counterparts in the former Soviet Union (FSU). The mission of the CRDF is to fund civilian basic and applied research conducted in the countries of the FSU and to promote defense conversion and development of market economies in the region. Further information on the CRDF may be found on-line at http://www.crdf.org/. All activities funded by the CRDF must be oriented toward non-defense objectives and must be carried ot in a civilian environment. This competition is made possible through funds provided to the CRDF from the U.S. Government for the promotion of Georgian science and technology development. IV. Program Guidelines A. General. The average anticipated grant size is $35,000 USD for an 18-24 month period. At least 80% of the funds awarded to each project will be used for project-related expenses of the Georgian component of the research team, including institutional support. No more than 20% may be used for U.S. team expenses. CRDF strongly encourages a member of the Georgian team to visit the U.S. team's laboratory, and members of the U.S. team are encouraged to visit the Georgian laboratory. Proposals are due no later than 6:00 pm local time on Friday, July 1, 2002. All applicants must submit their proposals in the following manner: * To GRDF * one original hardcopy and one electronic copy in English; one original hardcopy and one electronic copy in Georgian. * To CRDF * one electronic copy in English, which must be submitted through the CRDF website. Details are provided on their website. B. Eligibility. Each proposal submitted to the Georgian-U.S. BGP program must have one Georgian Principal Investigator and one U.S. Principal Investigator, who share overall responsibility for the project in their respective countries, coordinating all participating personnel and institutions. Each proposal must meet each of the following eligibility criteria: 1. Each Principal Investigator must satisfy three criteria: a) He/she must possess the degree of Ph.D., M.D., or the equivalent; b) He/she must have at least five scientific publications in the peer-reviewed scientific literature (three publications if the applicant is within six years of completion of the Ph.D., M.D., or the equivalent); and c) He/she must work full-time in a civilian research environment. [1] 2. The Georgian Principal Investigator mut be a citizen of, and reside permanently in, Georgia. 3. The U.S. Principal Investigator must be a U.S. citizen or permanent resident of the U.S. and must reside in the U.S. for the majority of the grant period. 4. All projects must be oriented toward non-defense objectives and must be carried out in a civilian research environment. They may include both basic and applied science and engineering activities. 5. No individual may appear as a Principal Investigator in more than one proposal submitted to this program. 6. A proposal cannot be part of another proposal that is being submitted to the CRDF for this program. 7. Persons who are administrative superiors of a Principal Investigator may not be included in the proposal. The GRDF and CRDF strongly encourage the full-time inclusion of Georgian scientists and engineers formerly engaged in defense research, including work on weapons of mass destruction, in the civilian research projects funded through this program. The GRDF and CRDF will give special consideration to proposals under this program that include full-time participation of former Georgian defense scientists or engineers in civilian research environments. Individuals who are representatives of for-profit companies should consult the CRDF Next Steps to the Market program announcement before applying to the Georgian-U.S. Bilateral Grants Program. The Next Steps to the Market program provides support for cooperative R&D projects that are explicitly designed to facilitate and expedite the commercial utilization of research results. Proposals that involve such technology commercialization activities are more appropriate for the Next Steps to the Market program and will not be considered by CRDF or the GRDF for the Georgian-U.S. Bilateral Grants Program. Proposals that involve strictly RD activities and include the participation of a U.S. for-profit company are eligible to apply to the Georgian-U.S. Bilateral Grants Program, but the U.S. for-profit company must agree to cost-share on this project. This cost-sharing must include two components: 1) U.S. for-profit company coverage of all U.S. team expenses; and 2) a contribution by the U.S. for-profit company to some of the expenses of the Georgian team. The required contribution to the Georgian team expenses is a function of the company's size: Number of Employees Required Contribution to Georgian Team Expenses 1 - 10 10% of Total Amount Requested from CRDF 11 - 50 25% of Total Amount Requested from CRDF 51 - 100 50% of Total Amount Requested from CRDF 100 - 500 75% of Total Amount Requested from CRDF Over 500 100% of Total Amount Requested from CRDF Both components of the cost-share must be described in the Budget Narrative of the proposal (see below). U.S. for-profit companies are encouraged to contact CRDF for more information about cost-sharing prior to submitting a proposal. C. Proposal Submission. Each proposal must contain all of the elements in Section G, below, including a Cover Sheet (Form A) with basic information about the proposal, Georgian Principal Investigator, Georgian Institute Director, U.S. Principal Investigator, and U.S. Institutional Representative. The U.S. and Georgian Principal Investigators should simultaneously submit one original completed application to GRDF no later than 6:00 pm local time and one electronic application to CRDF through the CRDF website no later than 6:00 pm U.S. Eastern Daylight Time (EDT) July 1, 2002. For applications submtted to GRDF (English copy), the cover sheet must include the faxed or original signatures of both the U.S. and Georgian Principal Investigators. Electronic applications to CRDF should be sent through the CRDF website: http://www.crdf.org Proposals may be submitted through this site anytime after May 1, 2002 and before the July 1, 2002 deadline. Proposals should be submitted only ONE time and by only ONE Principal Investigator on the project. The Georgian and U.S. Principal Investigators should jointly develop the proposal and obtain the concurrence of the Georgian Institute Director and an authorized representative of the U.S. institution. Once the final version of the proposal has been produced, they should select one Principal Investigator to submit the proposal electronically through the CRDF website. Please note that the electronic proposal must be submitted in its entirety at one time. Further instructions on electronic proposal submission are available at the CRDF website. A hardcopy of the proposal is not required to be submitted to CRDF at any time. All proposals must be complete when submitted to the GRDF and CRDF.
