IREX RFA for Partnerships US and Russia Volga Region

The Round II Request for Applications (RFA) for the PartNER Program is
available at IREX's website at http://www.irex.org/volgapartner/rfa.htm.
Please note that the RFA has been amended slightly to include a new
strategic sector, as described below.

Amendment to the Volga Partnerships RFA:

On page 2, Section II of the RFA, the initial three strategic areas have
been expanded to include an additional category: Inter-religious and
Inter-ethnic Understanding.

The PartNER program's strategic areas are now defined as the following:
1) Social Reform
2) Local Governance and Economic Development
3) Rule of Law
4) Inter-religious and Inter-ethnic Understanding

Sample activities under the new strategic area include:

1) Increasing collaboration between different religious and ethnic youth
groups or other organizations to address issues of common community
concern;

2) Broadening law enforcement personnel's and community authorities'
understanding of the role that ethnic and linguistic barriers can play
in law enforcement and community policing;

3) Developing young people's understanding of their own attitudes about
those who look and/or sound different, and about ways to overcome
xenophobia in their schools and communities.
