The Afghan Transitional Administration: Prospects and Perils

Afghanistan's Loya Jirga or grand national assembly, held in June 2002 in
Kabul was, from a narrow perspective, a success. However, an all-consuming
concern for short-term stability meant that it failed to draw authority away
from the warlords, assert civilian leadership or promote democratic
expression. The imperatives of the Coalition forces to root out terrorism
also continue to overshadow concerns for long-term stability and
participatory governance. The international community must act more
aggressively to support the Transitional Administration. It needs to provide
more security outside Kabul, either through an extension of the
International Security Assistance Force (ISAF) or some other mechanism. It
is also crucial for the political viability of the Transitional
Administration that aid commitments are implemented promptly.
