IREX is pleased to announce an open competition for the Russian Young
Leadership Fellows for Public Service Program (YLF). The deadline for this
application is November 29, 2002.

The YLF program promotes leadership and public service in both the United
States and the Russian Federation by providing one-year fellowships to
qualified Russian applicants. The fellowship includes one year of
non-degree, graduate level academic study at a US university or college, the
opportunity to conduct public service in the US third sector, and a
professional internship. Russian fellows will choose one of three fields of
study: community, governmental, or corporate affairs and will be placed at
academic institutions throughout the United States.

While the fellowship includes one year of intensive academic study, it also
provides practical, hands-on experience for the selected young leaders.
These young professionals develop their interests and skills while making a
positive contribution to society through a weekly commitment to public
service and a professional internship following the academic program. This
program is designed to promote the development of civic participation and
volunteerism in both the US and Russia. Fellows establish and develop their
public service projects in a leadership capacity. Once they return to
Russia, alumni continue their leadership roles through activities in their
own communities with the added benefit of their global experience.

All applicants must demonstrate academic excellence, leadership potential,
interest in or evidence of involvement in public service, and proficiency in
written and spoken English. Applicants must have the equivalent of a
bachelor's degree and must be under the age of 30 at the time of
application.

Grant provisions include round-trip airfare from fellows' homs to their host
institutions, tuition, accident and sickness medical insurance, monthly
stipends for housing and living expenses, and limited allowances for books
and cultural activities. The program also includes an orientation, a
mid-program workshop, and an end-of-program workshop.

Post-fellowship opportunities will also be available to alumni of YLF for
continued professional growth. Opportunities for alumni generally include
eligibility for the ECA Alumni Small Grants program and participation in
regional conferences, seminars, and job fairs.

The application deadline is November 29, 2002.

The YLF program is a program of the Bureau of Educational and Cultural
Affairs (ECA) of the US Department of State, funded through the FREEDOM
Support Act.
