PRESENTATION


The V International Conference on Ethics and Environmental Policy intends to
promote a reflection on the delicate relations between the enterprise world
and the environment.
Concern for these relations is becoming more and more relevant and
strategic, in consideration of the heavy impact the current economical
system based on goods and services production and consumption (pollution,
waste, deterioration of natural resources) has on the environment, and in
view of the opportunities offered by the technological innovations which
drastically allow a reduced consumption of nature resources  in the
industrial processes.
The challenge that firms are facing in this historical period can be
summarised in the eco-efficiency concept. This means "to do more with less",
or to produce the very same goods and services using less natural resources,
by means of increased efficiency: in the use of energy and raw materials,
and reduced emissions of toxic substances and production of waste. The
factor characterising the economical development in this sustainable
perspective is quality. This is the added-value that firms can place in the
market.
Attention will be focused on the analysis and discussion of both the various
aspects of the environmental policy, such as the economical and political
tools refined in the recent years, and the ethical implications shaping the
background of this choice. Examples of entrepreneurial "good practices"
accomplished by firms concerned for sustainability will be pointed out.

PARALLEL SESSIONS (Afternoon, 14.30 - 18.00) - WORKSHOPS:
First Workshop: Business and Sustainable Development
The workshop will focus on the instruments and actions promoting
compatibility among economic activities and environmental protection.
Particular attention will be given to the bulk of the company management
policies and of the environmental results evaluation, which partly are
prescribed by the environmental legislation and partly come from the
strategic management choices.

Second Workshop: Institutions and Rules for Sustainability
The workshop will examine the legislative and institutional context guiding
and fostering the enterprises' environmental strategy and management.
Particular attention will be given to the institutional transformations,
from the local to the international ones, promoting a sustainable
development and to the legislative changes that should be made in order to
create a normative context suitable for carrying out a sustainable
development.

Third Workshop: Ethics and Responsibility
The workshop will deal with the ethical implications of the sustainable
development for both the entrepreneurial world and the whole society.
Central, in this reflection, will be the human being in his present
historical situation and, in perspective, for the welfare of the future
generations.

 Second Workshop: Chemical Industry for the Environment
The workshop will present and discuss good practices and study-cases of
enterprises operating in the chemical sector.
Third Workshop: Sustainable Agriculture
The workshop will present and discuss good practices and study-cases of
sustainable agricultural.
Fourth Workshop: Information and Education for a Sustainable Consumption
The workshop will present and discuss good practices and experiences useful
to awaken public opinion towards Sustainable Consumption.

GENERAL INFORMATION


The conference will take place at the National Academy of Sciences of
Ukraine, Kiev (Ukraine). It'll begin on Wednesday, April the 2nd at 17.00,
with an Opening Ceremony and it will end on Saturday morning, April the 5th,
2003, with the presentation of the Conference Final Document. On Saturday
afternoon there will be a guided tour of the city of Kiev.
On Sunday morning, as a special session, an Ecumenical Meeting on
environmental issues, ending with an Ecumenical Celebration, is foreseen.

PARTICIPANTS
The Conference is intended for qualified and competent representatives of
Private Businesses and Companies Councils; Research Centres and
Universities; Local, Regional, National Governments; European Institutions;
NGOs; Unions; Ecumenical groups and Churches; Mass-media; Press (journals
and reviews). The presence of experts from all over Europe will warrant a
positive fall-out of results for both the Western, and the Central and
Eastern European countries.

REGISTRATION FEES
The Conference services and documentation (lodging and meals not included)
will cost Euro 120,00.
Further information about the terms of payment are going to be sent shortly.
For all participants coming from Eastern European Countries, the event will
be free of charge.

o First Workshop: Business and Sustainable Development
Papers may deal with the aspects of the policies and instruments for the
environmental management, as for example:
· tools for the evaluation of product's environmental impact (Product Line
Analysis, Life Cycle Analysis, Ecolabel); systems for the monitoring of the
ecoefficiency of production processes (Technology Assessment, Compliance
Assessment, IPCC, Environmental); enterprises' instruments of analysis
(Emas, ISO 14001, Environmental Accountability, Environmental and Social
Reports and Balances); external communication policies, marketing policies
and voluntary agreements; policies for the management of risks.
o Second Workshop: Institutions and Rules for Sustainability
Papers may deal with, for example, the following themes:
· European programmes for the environment, the research and the
technological development; roles and functions of the International/European
authorities for monitoring and controlling; co-ordination among local,
national and international institutions; international co-operation and
adaptation to the EU directives of West, Central and Eastern European
Countries' Environmental legislation; financial incentives and means
promoting innovation and MSE participation; international conventions and
set up of authorities for controlling the respect of the environmental
legislation.

· ethics and sustainable development; enterprise's social responsibility;

o First Workshop: Ecoefficient Enterprises
Papers may present good practices and study-cases on the following issues:
· specific productive policies (plants localization choices, renewal and
adjustment investment, waste management, logistics and supplying);
ecoefficient technologies (energy/material saving technologies, recycling
technologies cleaner technologies, zero pollution technologies);
ecoefficient products (products optimising the use of resources, products
making use of eco-compatible materials, products designed for an end-of-life
disassembling, products with a longer lifecycle).
o Second Workshop: Chemical Industry for the Environment
Papers may present good practices and study-cases on the following issues:
· innovation, research and new orientations in the ambit of chemical
industries; accident preventive technologies, crisis management,
environmental quality, security and protection; technologies for monitoring
and controlling the environmental performance; environmental decontamination
and cleaning up; Responsible Care Programme and environmental report for the
chemical industry.
o Third Workshop: Sustainable Agriculture
Papers may present good practices and study-cases of agricultural
enterprises and policies, on the following issues:
· food and raw materials production; environmental protection and
preservation of landscape, ground management systems; agricultural politics
of the UE Countries and Central and Eastern European Countries; local and
international agricultural markets.
o Fourth Workshop: Information and Education for a Sustainable Consumption
Papers may present good practices and experiences useful to awaken public
opinion towards Sustainable Consumption, on the following issues:
· campaigns furthering sustainable consumption, fair trade, environmental
education centre, mass-media and ecological communication, consumers' role
driving enterprises towards sustainability.

of September, 2002.
- Definitive paper (in English, not more than 20.000 types) to the
Secretariat of the Conference ([email protected]) not later than 31st
of January, 2003.
All papers received will be collected and distributed to the participants of
the meeting. These  papers will also be reviewed by the Scientific Committee
and only a selected number will be presented at the parallel sessions of the
Conference.
