Scrolling in versions 3.45 and 3.46

Hi all.

If you are running 3.45 or 3.46 you may have noticed that scrolling
doesn't work.

If you add

DontScrollOnFloor=0

to your toontalk.ini file then scrolling will work as normal. It was
intended that the default was this but I made a mistake fixed in 3.47.
