ToonTalk 3.07 is ready

Hi all.

TT 3.07 fixes some bugs caused by time travel attempting to deal with
user media (there are toontalk.ini switch controlling whether it tries
to figure out what media files are needed in time travel logs). I quick
test just now shows that 3.07 doesn't save user media in the time travel
logs - will fix in 3.08.

Major internal changes to how user media within notebook is treated -
should make for fewer crashes and should be faster (even if there is no
media files).

I couldn't connect to the Weblab's ftp server (claims I don't have
permission)
so TT307.zip is on ftp://ftp.toontalk.com/pub
