Control mouse click equivalent to F11?

Hi all.

Ylva reported that the latest installer doesn't make a mouse click while 
holding control equivalent to F11 (ignore what is underneath).

We agreed quite a while ago that should be the WebLabs default. (F11 is 
awkward relative to the control key.)

Turns out the line

3=F11

should have been

3=<F11>

If you update this in toontalk.ini you'll fix the problem for that 
computer. If you update it in the allinstl.ini file on the installation 
CD-ROM you'll fix the problem for all future installations.
