More on Tools and Reports

The report I just published as a tool

contains a bug. 

Once I fix it, the thread of comments related to it become obsolete. How
should we deal with a tool evolution (Separate versions?; Comments
clean-up?). 

We will end-up with tools (and webreports) translated in two (or more
languages). Are we going to have different versions of a "report"? We might
introduce a language attribute, so one can choose the version to read while
keeping a single entity in the system.
