Templates in place

I have added the possibility to create and use report templates.

A template is an ordinary report. Its creator - if she is a researcher -
can select it to be a template on the "Properties" tab.

Once the report template is published, it shows up as one of the choices
when a user chooses to create a new report. Only templates belonging to
the same topic groups as the user, or to the group "General" will be
available to choose from.
