Help sections, comment types

Another batch of changes:

* I have updated the Help tab, so that it now contains the sections
  "manual", "faq", "tutorials" and "about". The content of the three
  sections can be changed by any researcher, like the way the group
  presentation works. There is now a great need for better documentation
  of all the features of the site, and I will starting working on the
  manual. I also intend to add a FAQ-button to the FAQ-page, so that
  anyone can pose a question which will then be handled by us.

* I have added tutorial as a report type. These are intended to be short
  howtos for either ToonTalk or the WebReports site, or both. They work
  just like tools or report templates: select tutorial as your report type
  on the properties tab of a report, publish it, and it will show up under
  tutorials.

* The comment system has seen several major changes:

  - The comment system now includes a set of predefined comment types,
    which gives the general title of the comment. These are available as
    radio buttons next to the comment button. This idea has been presented
    by the London team, I'm sure they can present a more detailed
    discussion of this than I can. The set of available comments is not
    static, in any way, so if anyone wants to discuss the available
    comment types, feel free to do so. We will also make sure that these
    types are included in the various translations.

  - Comments can now be edited with the WYSIWYG editor. Apart from writing
    stylish comments, this also opens up for easier linking etc, as the
    toolbox of the WYSIWYG editor is now available.

    Note however, that there is no "insert object" field on the comment
    editing form: this would not be simple to add. If you really want to
    include some file in your comment, you need to use the "insert link"
    functionality of the WYSIWYG editor.

  - The parent is now visible in the comment editing form. This means that
    if you comment on a report, the report will be visible while you edit
    your comment. If you, on the other hand, reply to a comment, the
    comment you're replying to is the one visible.
