Problem solved.  Thanks.  It turned out that emacspeak-17.0.7 was
installed and that package contained an old version of regexp-opt.el
(and of course the load-path created by installation of the package
put it before the "real".  FYI, here's the header of the emacspeak
version:

"rpm -e emacspeak" solves my problem.

The funny thing is that I don't remember remember explicitly selecting
the emacspeak package during the installation of FC3 and I don't know
why I would have.  I wonder if it's a default when you select the
"emacs bundle" or something.

Thanks very much for your help.  Funny how the cause of so many emacs
problems seems to be an old version of something hiding in the load
path.  I'm sure you guys get tired of diagnosing that one.
