Include date in TeX-submit-bug-report

Hi,

what about adding `AUCTeX-date' to `TeX-submit-bug-report' if
`AUCTeX-version' indicates that we have a CVS version?

I.e. in the bug reports, we would have

| Package: AUCTeX CVS-5.479 (Date: 2005.0126)

instead of

| Package: AUCTeX CVS-5.479

Additionally, we could change the format of `AUCTeX-date' to
yyyy-mm-dd instead of yyyy.mmdd, which is clearer and more common
nowadays (e.g. in out ChangeLogs).  BTW, do we use `AUCTeX-date' at
all?  Or does some other package check it?  Does it have to be a
float?

Then we could use

| Package: AUCTeX CVS-5.479 (Date: 2005-01-26)

or

| Package: AUCTeX CVS-5.479 (2005-01-26)

in bug reports.  I would prefer the last suggestion.
