I found a different (more severe [1]) fill problem, both in AUCTeX
11.54 and in CVS HEAD when using Emacs 21.3.  I have sent the file in
private mail to Ralf; he will debug it.

So we should probably wait for 11.55 until Ralf finds out what's
happening and a fix is applied and tested.

[1] Filling beyond paragraph boundaries when using `M-q', losing of
    comment characters.
