What concrete problem did you experience? If you open an existing plain TeX file, it should be in plain-TeX-mode. You can place a new file into plain-TeX-mode by explicitly calling M-x plain-TeX-mode RET, and you can customize TeX-default-mode if you want all files where AUCTeX is in doubt be opened in plain-TeX-mode.
