Sounds like <URL:http://thread.gmane.org/gmane.emacs.auc-tex/5905>.

We need somebody who can debug this on Windows.  I'd start by getting
an up-to-date Emacs and if that shows the same behavior, I'd play with
`TeX-master-file-ask', `read-file-name' and `x-file-dialog'.
