I don't know - I cannot reproduce it any more.  I had switched back to
Debian's preview-latex, and today version 0.9-1 entered testing.  Now I
never get the preview in the _region_.tex file.  Should I try to
reintroduce the bug by playing with activate?

However, there's still something amiss; I'll make a separate bug report
about this.
