In general, if your changes are to CJK only, I am afraid that
presenting them on the list for criticism before checking them in will
get much of a resonance: I don't think anybody else but you and Ikumi
have much of a clue here.

This is different where the normal operation in non-Asian languages
would also be affected, or where you would like suggestions for better
coding techniques.  Other than that, you can probably usually just go
ahead.  It is no problem if you feel more comfortable presenting any
changes here, but you should not get frustrated about a lack of
feedback.

We will shortly move our mailing lists to gnu.org, so they will become
slightly more visible, and we will also split between general and
developer lists.  It may be that this could draw some more qualified
audience in the long run, but I would not depend on it.
