Thanks, I didn't know you could do that with the prefix argument. Good
to know. However, I think names starting with O' are common enough that
it should be the default to handle them properly.

I disagree. People have contacts all over the world regardless of their
locale, and people don't always live where their names imply (I have two
contacts with O' names, both of whom live in America, as do I). Also, I
can't think of any possible disadvantage to handling O' names correctly
in all locales.
