I already did, before I asked to check the character with "C-u C-x =".  

And GTK is not involved in keyboard input, only X.

You subscribe to emacs-devel and lurk there for a while, then start
sending patches.  After a while, if your patches are clean, you get
write access to the master repository.  That's about it.
