I take it that you are further along than I am in investigating this bug.
Clicking the Gitlab link you provided I also see the comment "We must
currently build with OpenJDK 17" with a reference to this bug report.

I am not in desperate need to run the latest Emacs on Android at the
moment, I just got interested because the bug was on the release blocker
list. Now that we have a clear understanding of the Java version issue and
the build issues, I pass the baton to you.
