I can only notice a bit different issue when running Emacs 30.2 (under either Linux or Android) via a slow enough ssh connection with emacs -Q -nw If I type C-x C-c too fast, I get garbage in the Emacs buffer, and Emacs does not quit. I don't know whether the patch should also fix this different issue.
