Unfortunately, I don't know a way to reproduce the issue. It
seems quite rare or depends on something with the network.

I can only notice a bit different issue when running Emacs 30.2
(under either Linux or Android) via a slow enough ssh connection
with

  emacs -Q -nw

If I type C-x C-c too fast, I get garbage in the Emacs buffer,
and Emacs does not quit.

I don't know whether the patch should also fix this different issue.
But I could try to recompile Emacs under Linux.
