No. The "third party" docker images we use are only built for releases and
latest master as I understand it.

No, I'm not sure. I can't recreate the issue with the same docker image on the
hardware that I have access to. Whether the difference is within the speed of
my machines or the docker setup in a Github workflow I don't know.

I was thinking there might have been some asynchronous behavior introduced
with Emacs 31 since it looks from the backtrace that the package information
has been collected but still not complete!?
