bug#81640: 32.0.50; modus-themes-common-palette-user can't be used

Hi, Prot

I was customizing the theme where I needed the same palette for light and dark,
so I decided to use the user palette since it's suppose to be used for new
colors that we want to add and I think that modus-themes-common-palette-user
never gets used.

Here a test as a proof tested with `emacs -Q`:
