I believe that when multiple of the same thing exist, there is a simple 
algorithm to pick the "best", but it is too simple for what you want.

semantic-analyze-select-best-tag has the related doc.  I've always 
thought it needed to get the local context information and could use 
that to do what you want, but never got that far.  I don't think it's 
hard to figure out, it will just be complex and need a long running set 
of unit tests to go with it.
