Hi,

You need to set 2 things up ahead of time.

First, you need to have an EDE project set up.  This can be easy using 
either cpp-root, or you can use ede-enable-generic-projects to detect 
projects based on a VC system, use of Makefiles, etc.

Once you have a project root, run GNU Global from there to generate the 
GTAGS and other files.

The symref tool will run Global to detect the existence of those files 
normally, but needs to find GPATH at the project root to know to do so.
