Using ERT is not only OK, I actually much prefer using ERT for new
tests, as they can be easily included in Emacs proper. Emacs 23 is not a
problem, since we dropped support for it recently, which was also
necessary because we want to drop EIEIO from the repository and only use
the one in Emacs.

That's fine. Just require it in cedet-utests.el and put it into the
alist. As a matter of fact, I just pushed an ERT test for the C parser,
and I did it just like this.

No, we don't have something like that in CEDET.
