Hi,

I hadn't throught to make an ELPA package for COGRE.  Seems like a good 
idea.

At the moment, however, there is an INSTALL file in the git repository. 
  If you can download CEDET from GIT from sourceforge, you can follow 
the INSTALL, and cogre will be included.
