I just tried to apply the patch on a from xemacs-beta repo just updated 
working dir and got this result:

$ patch -p5 < ../window-xemacs-patch

Hunk #8 succeeded at 383 (offset -1 lines).
Hunk #9 succeeded at 410 (offset -1 lines).
Hunk #10 FAILED at 424.
Hunk #11 FAILED at 442.
Hunk #12 succeeded at 977 (offset 1 line).
Hunk #13 succeeded at 989 (offset 1 line).
2 out of 13 hunks FAILED -- saving rejects to file lisp/window-xemacs.el.rej

I tried to manually merge the failed hunks but it was not trivial (so I 
failed too ;-)
