There is already what you need: take a look at the option `ecb-ping-options' - this is the place for adding timeout-stuff or a restriction how often ping should try to get access to the host.....

Betreff: ECB activate will freeze if activating on a file under CVS when the cvs server cant be pinged
To be honest, I'm not running the latest CVS (its a couple weeks old) since it was giving me some problems, but it looks like ecb-vc-dir-managed-by-CVS hasn't been touched in a while. Anyway, when trying to run ecb-minor-mode on a c source file checked out from CVS, it hangs forever if it can't ping the cvs server. I suppose the most obvious fix would be to set a timeout on the ping command. Let me know if you've already dealt with this.
