Hi Klaus,

I haven't tried this either.  It is my understanding that it goes like 
this, however:

1. emacs -q
2. (semantic-mode)
3. Open some file.

I think semantic-mode turns everything on, but doesn't force 
pre-existing buffers to be enabled.
