The root - unlikely, but they may hint at the problem with the CEDET 
installation. Those *-loaddefs files are updated during the build in 
cedet-build.el.
The file has some instructions in the comments at the top, you may want 
to repeat the build process and see if it throws any errors.

I only use CEDET occasionally, and only the version supplied with Emacs 
23.3.
It has pretty much the same features, but the configuration is done 
differently. There's an example here:

Another thing you can try is cut down on the semantic submodes.
For example, removing everything from the configuration except 
"(semantic-mode 1)" still gives you code completion and pretty 
decorations in the ECB methods window.
