Done, it is bug#81521. If you like, I could populate it with your
initial list of blocking bugs.

I have updated the ELPA package debbugs to use this. Pushed to ELPA as
debbugs 0.47, will appear in a couple of hours. If you use this package,
'M-x debbugs-gnu-emacs-release-blocking-reports' will show you the
recent list of bugs there. Beware caching (one hour).
