I do not think this will reliably achieve your goal.

A more reliable way to control how agents behave is through tool
restriction.  Git hooks are a better bet.

Also, to avoid future 'Co-authored-by:' trailers, consider adjusting
this section in CONTRIBUTE

From=20my personal experience, some agents found it as invitation to add
