According to Yuri Khan:

Pi Coding Agent <https://pi.dev/> is Free software (MIT License),
works with locally hosted models, and observes AGENTS.md.

OpenCode <https://opencode.ai/> is Free software (also MIT), works
with locally hosted models, and observes AGENTS.md.

Goose <https://goose-docs.ai/> is Free software (Apache 2.0), works
with locally hosted models, and observes AGENTS.md.

And there are others. According to https://agents.md/, this file is
an emerging standard, so it's reasonable to expect its support to
grow.
