I like having NEWS files, a lot, because these help me understand on a
high level what’s changed.

In my own projects they don’t add much overhead to releasing, because I
usually first write the NEWS file and then use it as a base for a weblog
entry, announcement email, or news entry on the website.

Maybe sharing something in that direction as a best practice could get
more projects to provide NEWS.

=> Encourage and explain why that’s an efficient way to work.
