You seem to take the word “harness” to mean control or prevention of
undesirable activity, like a leash. That’s not what the metaphor is
about.

The model is a horse. The harness is what enables that horse to pull a
carriage. You can ride on the back of the horse, but in a carriage
it’s much more convenient.
