Yes, it does:

              Hermes Agent Setup Wizard
   Let's configure your Hermes Agent installation.
   Press Ctrl+C at any time to exit.

This says that Ctrl+C will exit the setup wizard, which configures
Hermes.

So it sounds like you are splitting hair here.
