The name `project-store' isn't a very good description of what the package does. The package seems to be meant specifically to work with Nix, but the name doesn't say so. As a result, that name, in ELPA, will be totally enigmatic. I have no opinion on whether this should be added to NonGNU ELPA. But if it is to be added there, it should carry a name that clearly states what it is for. Maybe `project-nix'?
