Nah, I've understood that claim of yours pretty well I think.
(Indeed, in my implementation, Flymake fixes build on top of an
infrastructure provided by a generic refactor.el library.  I think I've
already mentioned that too at some point.)
I don't really care where "it starts" though; I hope to see the feature
I requested implemented, however you (or whoever maintains Flymake
nowadays) see fit.
