Emacs 31.1 binaries for Microsoft Windows (was Re: Emacs 31.1 released)

Emacs 31.1 binaries are now (or very soon will be) available from your favioite
GNU mirror.  Thanks to everyone who helped me; the builds went smoothly.

This release provides UCRT64 as well as the usual MINGW64 distributables
both made with MSYS2 using the same build incantation

Here are direct links for the binary editions of Emacs for Windows via the
GNU FTP mirrors system; be patient if these do not work for you immediately.

MINGW64:
