Re: Operation "Careful Emacs"

This topic started with a declaration about _installing_ packages, but
everything after that seems, to me, to be about when packages are
added to one of the places (archive, core) maintained by and
associated with GNU/emacs-devel/etc.

I bring this up because the former topic seems (again, to me) to be
mostly outside of the hands of emacs-devel, *except* that there is a
proposal to upgrade the protocol used by ELPA to add some sort of
recommendation factor that is highly relevant (at least in theory) to
the idea of being careful about installing packages.

If instead you're suggesting that emacs-devel focus more effort on
when and how packages are added to one of the places over which
emacs-devel has basic sway (GNU/Non-GNU, -devel or non-devel, elpa,
core, included, etc), that seems like a very different
conversation. One in which the relevant, active people seem to already
be quite over-worked, unfortunately. The latter conversation probably
wants to consider that at least a large fraction of packages from
archives come from other sources (melpa and co, plus direct
installations from repos via vc, straight, quelpa, etc).
