"Installing" is the term I use for adding a program to a collection of
programs.  It would be confusing to use the term "merging" for this,
because "merging" means combining and selecting the details of
differences between two versions of program or other textual work.

If we want a distinctive verb for adding a package to ELPA or Emacs,
how about "add"?
